CBP Electronic Refunds: Mandatory ACH Transition Effective February 6, 2026

U.S. Customs and Border Protection (CBP) is transitioning to an all-electronic refund system via the Automated Clearing House (ACH) network, effective February 6, 2026. This mandate will cease the issuance of paper checks for all refunds—including Duty Refunds, Drawback Payments, and Harbor Maintenance Fee (HMF) Refunds. The transition aims to enhance efficiency, speed up payments (1–2 business days), and reduce the risks associated with paper-based transactions. Importers and all trade participants must enroll in the ACH Refund program through the ACE Secure Data Portal to avoid disruptions and ensure timely payments. Failure to provide necessary banking information may result in the non-accrual of interest on delayed refunds.
