Classification Ruling Polyethylene Glycol (PEG) 3350 USP: CBP affirmed NY N351915: bulk pharmaceutical-grade PEG 3350 is classified as an “other polyether” under HTSUS 3907.29.00.

The agency rejected heading 2909 because the product is a PEG polymer and rejected heading 3004 because it is imported in bulk for further processing.

The ruling states a column 1 general duty rate of 6.5% ad valorem; the classification depends on the product’s polymer form and bulk presentation.

Classification Ruling Xtone ceramic surfaces from Spain: CBP affirmed NY N329628 for Xtone ceramic slabs that will be fabricated after importation into countertops, facades, and similar goods.

Aria White, Carrara White, and Solo White remain “of porcelain or china” under HTSUS 6914.10.80, based on CBP laboratory results.

The decision confirms that an article need not be a finished consumer product to qualify as porcelain; five other varieties remain classified as stoneware under 6914.90.80.

Entry / Antidumping-Duty Protest Diamond sawblades from China (A-570-900): CBP granted Diamax Industries’ protest: three entries of Chinese diamond sawblades were deemed liquidated at the 21.43% rate declared at entry.

Commerce’s June 24, 2014 Federal Register notice lifted suspension of liquidation, starting CBP’s six-month statutory liquidation period.

Because CBP did not timely liquidate, its 2020 assessment at the 164.09% China-wide antidumping rate could not displace the deemed-liquidation result.

H288213 June 22, 2026
Decision date
Added: August 26, 2026
Classification / Protest Ruling Solid oxide fuel-cell anode and cathode components: CBP denied Bloom Energy’s protest and classified the imported anode and cathode assemblies as generator parts under HTSUS 8503.00.95.

Although the assemblies exchange heat, CBP found that heat transfer is subsidiary to the solid oxide fuel-cell system’s principal function: generating electricity.

CBP therefore rejected classification as heat exchangers of heading 8419 and stated a 3% duty rate for the applicable 8503.00.95 provision.
